Community Delivery
Participants can engage with CFO across the London area at a pace which suits their rehabilitation journey, with tailored support to help overcome personal barriers. Activities and interventions available include housing, financial support and education and employment.
This practical support aims to build personal resilience, upskill participants and strengthen support networks, amongst others. All of which aims to help participants to reach a mainstream destination.
CFO Activity Hubs are available in three London locations and represent a safe, non-authoritarian space where participants can, and importantly want to engage in a range of activities.
CFO delivery in the community can take place in a CFO Activity Hub or through Provider peripatetic delivery. This may include (but is not limited to):
Addressing wider barriers to accessing mainstream opportunities (addictions, low levels of literacy/numeracy, motivation and confidence levels etc.)
Overcoming practical obstacles (obtaining ID, registration with GP/dentist, support to retain or secure a tenancy)
Access to partner delivery sites, including funded transport/travel to pop-up Hubs or community delivery sites
Practical courses (vocational, basic skills, financial literacy etc.)
Improving likelihood of securing employment (disclosure, CV creation, interview techniques, job applications, communication skills etc.)
1-2-1 support and group activities to allow participants to tackle barriers at their own pace and in a comfortable manner
Additional skills (healthy living, money management, safeguarding, wellbeing etc.)
Working through recorded sessions or workbooks with a Support Worker
Collaborative appointments with professionals in the community

About CFO London
Custody Delivery
CFO custodial delivery is available across the London area. This includes dedicated CFO Wings, feeder prisons and outlier prisons.
The CFO Evolution programme is designed to ensure maintained motivation and confidence throughout, whilst preparing for community resettlement. Engagements include peer mentoring training, classroom learning, community contribution and much more. Specific participant needs are taken into account throughout.
CFO Wings in particular are welcoming spaces where individuals feel supported, understood, cared for and valued whilst working towards release.

Usman* and Darren*’s Story
The Community Living Unit (CLU) is a specialist CFO wing at HMP High Down for prisoners serving Life and IPP sentences, including those on recall, who may benefit from a safe space with tailored programmes and additional personalised support.
With a welcoming environment and culture, participants can engage with accredited training, motivation and confidence building, cooking, gardening, and additional family visits as well as wraparound services.
Six cohorts of the pilot have completed the programme (as of February 2024). Activity days (not dissimilar to what is on offer in CFO Activity Hubs) have proven to be a hit with the participants, drawing a good attendance and allowing participants to engage with sessions that would otherwise be inaccessible to them.
The CLU focuses on helping participants to become release-ready through independent living skills. Since launch, CFO have supported nine CLU participants with parole, with eight successfully being released into the community.
Usman* has been living on the wing and is engaging well with CFO. He shared his positive outlook as a lifer, stating: “I have learned subjects that I wasn’t aware of like tech, housing issues, apps, council tax and stuff, learning about it all. Everything’s working towards me going in a positive direction. Knowing that I have support, just having that resource is really important to me.
5K runs, football and things helps us to be part of the community, getting staff involved to build rapport and break down barriers to rapport which is really important.”
The different and more comfortable atmosphere on the wing has been felt by his peer Darren*. He said: “I can relax and smile and let my barriers down. There are options that help maintain relationships outside, courses and bringing families in and having the opportunity to be an ambassador. It’s really built up my self-esteem and confidence.”
Usman* finished by summing up exactly what the purpose of the CLU is, and how it has had a positive impact on the identity of lifers: “CFO came at the best time for me. For us as lifers, everything else is of less interest to us. Getting our paroles is great for us, this is brilliant.”
Feedback from these participants is that the CLU has helped them demonstrate and learn skills that may not have been available otherwise.
