About CFO Community Delivery

Participants can engage with CFO in the community at a pace which suits their rehabilitation journey, with tailored support to help overcome personal barriers. Activities and interventions available include housing, financial support and education and employment.

This practical support aims to build personal resilience, upskill participants and strengthen support networks, amongst others. All of which aims to help participants to reach a mainstream destination.

CFO Activity Hubs are available in multiple locations in England and represent a safe, non-authoritarian space where participants can, and importantly want to engage in a range of activities.

CFO delivery in the community can take place in a CFO Activity Hub or through Provider peripatetic delivery
throughout the Evolution Contract Area (ECA)

Addressing wider barriers to accessing mainstream opportunities (addictions, low levels of literacy/numeracy, motivation and confidence levels etc.) 

Overcoming practical obstacles (obtaining ID, registration with GP/dentist, support to retain or secure a tenancy) 

Access to partner delivery sites, including funded transport/travel to Hubs or community delivery sites

Practical courses (vocational, basic skills, financial literacy etc.) 

Improving likelihood of securing employment (disclosure, CV creation, interview techniques, job applications, communication skills etc.) 

1-2-1 support and group activities to allow participants to tackle barrier at their own pace and in a comfortable manner

Additional skills (healthy living, money management, safeguarding, wellbeing etc.) 

Working through recorded sessions or workbooks with a Support Worker

Collaborative appointments with professionals in the community

Delivery Stages

CFO Evolution is a 7 stage programme including through-the-gate elements.

Stages 1-4 take place in custody, whilst stages 5-7 occur in the community at CFO Activity Hubs or in further community outreach locations.

Stage 6: Community Delivery

CFO community delivery takes place at locations all across the country in CFO Activity Hubs, 1-2-1 or in group settings. Activities at this stage fall into two categories:

Human/Citizenship Activities: those which develop a participant’s sense of self-worth, enabling them to develop positive plans for their future. These activities include significant emphasis on contributing to group activities and the local community.

Community and Social Activities: those which build personal resilience, strengthen support networks and upskill participants. These activities should provide participants with the tools, skills and links to support, to overcome barriers such as lack of work experience, low educational achievement and weak family and community ties, as well as providing practical support to enable them to engage with mainstream services.

CFO Evolution Support Workers also identify where a participant has been required to engage with a specified activity and deliver 10 hours of wraparound support. This includes structuring expectations, positive occupying, logistical support and consolidation and reinforcement for further learning to improve engagement with statutory interventions.

Stage 7: Mainstream and Community Integration

CFO Evolution Support Workers should be able to link participants who have successfully been through all (or some) of the previous stages of the programme to one or more of the following mainstream destinations/outcomes: 

– Employment opportunities
– Vocational training or education placements
– Social housing providers
– Community organisations able to benefit from the support of the participant, now that they are at a progressed stage of their CFO Evolution resettlement journey
– Wider key relationship, faith or community support networks that can welcome them and provide an ongoing steadying influence.

Stage 5: Through-the-Gate Support 

As the participant leaves custody there is an expectation that they will be able to move effectively into the community and that housing, finances, education, employment, cultural and any additional support services have been identified.

This will be supported by a ‘warm handover’ to the relevant CFO Activity Hub or wider community. CFO Evolution Support Workers will contact the participant prior to release, so that there is already an established relationship.

Stage 6: CFO Activity Hubs

As well as wider community delivery, participants can engage with CFO at dedicated CFO Activity Hubs, which are available at set locations in each region.

CFO Activity Hubs should represent a safe space where participants can, and importantly want to engage in a range of activities. There should be no statutory or any other form of compulsion and as such the Hubs should not present as authoritarian, with lots of engaging social, creative and group activities readily available.

The participant will be received and welcomed to the Hub by a CFO Evolution Support Workers who will remain a consistent contact point for them throughout subsequent engagements, helping to build trust and encourage involvement. Participants are not rushed into engaging with activity before they are mentally prepared to do so.

As participants move into the mainstream, CFO Evolution Support Workers will ensure that they understand that support is readily available for them, including some ongoing mentoring support.
